Fraud Alert- Texting Scam Threatens Deactivated Bank Card

(July 16, 2014)- There is a texting scam that is being tracked in some jurisdictions around us.  Currently, we don't have any active complaints of this in Cape Coral (Though we have had similar issues in the past.), but it's probably just a matter of time as this new wave spreads across Florida.  These scammers are sending bank customers a message that their debit/credit cards have been blocked and they need to click on the link to reactivate them. Once you click the link, it asks for personal information such as SSN, card numbers, PINs, names, addresses etc..  DO NOT CLICK THE LINK OR PROVIDE ANY INFORMATION!  Banks and/or credit card companies do not do this.  Immediately contact law enforcement and make a report.

If you have any doubts as to whether your own bank card or account have been compromised, contact your bank or credit card company directly, using a known-good number.  NEVER use a link or phone number embedded in an unsolicited e-mail or text message.

Here are some additional resources to learn about how to protect yourself form consumer Fraud:

FL Department of Agriculture "Little Black Book of Scams"

"There is a new variation on this and other types of scams almost every day.  With a little care and education, consumers can do a lot to minimize their risk of becoming victim of these types of scams.  When in doubt, contact your bank or credit card company directly."- Sergeant Dana Coston, Cape Coral Police Department Public Affairs Officer.

Armed Robbery In North Cape Coral Ends With Crash on Alligator Alley

(July 19, 2014)- At around 7:00 AM, Cape Coral Police Department responded to a past-occurred armed robbery at the Cape Coral Marathon gas station located at 1541 North Del Prado Boulevard.  A store employee reported being the victim of an Armed Robbery that occurred at approximately 6:00 AM.

The employee stated that while working the front register, a male in a black hooded shirt entered the store and pointed a black handgun in his direction while demanding money.  The employee opened the register drawer and handed the male an undisclosed amount of US Currency, in bills.  The suspect then fled the store to a vehicle parked near the gas pumps and the vehicle fled the scene.

In-store surveillance video revealed that a blue four door sedan entered the west side of the gas station parking lot minutes before the robbery.  A male and female could be seen being active inside the vehicle and changing positions in the vehicle.  Ultimately the female drove the vehicle to gas pump #6 and a male in a black hooded sweatshirt exited the front passenger side of the vehicle.  The male walked into the front door of the store and pointed a black handgun at the store employee.  After receiving money he fled the store to the parked vehicle and the vehicle exited the parking lot traveling Eastbound on Diplomat Parkway.  The male suspect wore a black hooded sweatshirt with red designs on the front, both sleeves and back; dark shorts, an what appeared to be black socks with black slide type sandals.

A short time later Collier County Deputies responded to a single vehicle crash located at approximately mile marker 60 on I-75, involving a blue four door sedan, which matched the vehicle involved in the robbery.  Inside the vehicle, Haley Zaccagnino was found to be the driver and Dillon Bringer the passenger.  Further investigation revealed that the vehicle had been reported stolen by the owner earlier in the day and Collier County Deputies developed probable cause for the arrest of Zaccagnino and Bringer for the Grand Theft of the Automobile.

Investigators were able to develop information regarding the firearm that was used in the robbery and disposed of along the path of the vehicle.  Cape Coral Police Officer, Enrique Lopez, located the firearm in a holster near the guardrail of the 41 bridge.  The vehicle occupied by Zaccagnino and Bringer was towed to the Cape Coral Police Department pending processing for additional evidence.

"I want to thank our law enforcement partners- the men and women of the Collier County Sheriff's Office for their outstanding work.  We are fortunate the suspects in this crime are in custody and the citizens of Florida are safe. However, it imperative that when dealing with those involved in such serious criminal behavior, we remain diligent in notifying local law enforcement immediately."- Bart Connelly, Chief of Police.

(July 24, 2014)-  On Thursday, July 24th, 2014 at approximately 9:45 a.m., officers with the Cape Coral Police Department responded to Publix, 1631 Del Prado Boulevard South, in reference to an attempted purse snatching.

According to the elderly victim, she just finished placing her groceries in the back seat of her vehicle when she was approached by a younger, white female.  The female told her she was thirsty and asked if she could have a $1.  The victim offered to walk back into the Publix with her so that she could buy her a drink from the vending machine.  The two walked back inside Publix and approached the vending machine.  The victim had her purse on her shoulder but she was also holding it in front of her.  The victim looked through her purse and wallet for money.  While looking, the female suspect grabbed the victim’s purse and attempted to pull it from her grasp.  Because the elderly victim maintained a hold on her purse, the two fell to the ground.  In the struggle, the victim bit the suspect.  The female suspect then stood back up and fled to the parking lot.  The elderly victim ran to the parking lot and was yelling that she had been robbed.  A witness in the parking lot took out his cell phone and took a picture of the truck the female got into.

According to a picture taken by a witness in the parking lot, the vehicle appears to be a Black 4-Door Ford Explorer Sport Trac. The Florida license plate is unknown at this time.  The female got into the passenger side of the vehicle.  The driver of the vehicle appeared to be a white male.

The victim described the female suspect as white, in her early 20’s, thin build, with long dark hair, wearing a shirt, shorts and sneakers.  In addition, the video shows that the female has a tattoo on her upper right arm, she has her hair in a ponytail and she is wearing a dark colored tank top, shorts and white sneakers.

FRAUD ALERT- Phone Scammers Posing as Cape Coral Police Detective!

(July 28, 2014)-  Cape Coral Police are warning citizens of a telephone scam where scammers are posing as Cape Coral Police Detectives.

Today, the Cape Coral Police Department has received 4 calls from New York, Pennsylvania, Utah and Texas about a fraud using the name of a Cape Coral Police Detective.  In three of the incidents, males have received a text claiming to be from a Cape Coral Police Detective.  The text says that they are being investigated for soliciting a 17 year-old minor and attempted sexual battery, and to contact the sender.  When the victim calls, they speak to a male subject claiming to be a Cape Coral Police Detective.  The impostor tells the victim that to avoid prosecution they will need to register for a program that will cost around $800.  One potential victim said the suspect called him directly and attempted this scam, rather than texting.

The Cape Coral Police Department is aware of this and is currently investigating.  This is a scam!  No member of the Cape Coral Police Department will ever call to solicit monies in lieu of prosecution.

If you have any information on the identity of the suspect or have received one of these text messages or phone calls, please contact the Cape Coral Police Department at 239-574-3223.

Cape Coral Police Department Communications Bureau
Receives Accreditation Through CALEA

(July 31, 2014)- The Cape Coral Police Department signed a contract with CALEA in January 2012 to enroll in the accreditation process for Communications Facilities. During the following two years, specific policies, procedures, practices, and back-up facilities were put in place to comply with the 212 standards specific to Communications Facilities. One assessor from New York State and another assessor from Washington State were here for four days in January,  to verify that the Cape Coral Police Department Communications Bureau complied with all applicable Communication Facility standards.

The Communications Bureau was awarded their initial Accreditation Certification on Saturday, July 26 after a review hearing with the Chief, Accreditation Manager and Communications Supervisor was conducted by several CALEA Commissioners. The full Commission Board approved the initial Accreditation Certification later in the day. The Cape Coral Communications Bureau is one of very few Communications Facilities that has met the strict guidelines and standards required by standards set by professionals from the Commission on Accreditation for Law Enforcement Agencies (CALEA).

The Communications Bureau is tasked with maintaining compliance with all 212 accreditation standards (several standards require multiple steps of compliance verification for one particular standard)  throughout the next three years;  when different assessors from different states will again visit the Cape Coral Police Department Communications Bureau to verify that compliance with the standards was maintained throughout the past three years. Compliance verification and re-certification is on a three-year cycle.

“I could not be more proud of the fine men and women of our Communications Section and our accreditation team who have, once again, demonstrated their commitment to excellence.  By us meeting an established continuum of standards that clearly define authority, performance, and responsibilities, our citizens can rest assured they are receiving the best possible 911 emergency service available.”- Bart Connelly, Chief of Police

Cape Coral Police Department Participating in the
“Drive Sober or Get Pulled Over" Campaign

(August 13, 2014)-  The Cape Coral Police Department is once again participating in the annual Labor Day Drive Sober or Get Pulled Over Campaign.  Starting today, and running through September 1st, Cape Coral Police Officers will be focusing enforcement efforts on impaired driving.  You can expect to see a noticeable increase in traffic enforcement during this 2-week period.

With all of the celebrations that will be going on on and around Labor Day, we at the Cape Coral Police Department encourage people to plan ahead.

  • Have a designated driver.
  • Don't allow friends who've been drinking to drive.
  • Take a taxi, or use one of the many low-cost or "free ride" programs out there.

"A DUI arrest can be incredibly costly- thousands of dollars in fines and fees, loss of driving privileges, and hours of lost time due to jail, court, probation, and community service.  Not to mention, the potential to injure or kill yourself or someone else and the life-altering consequences that would have.  It's just not worth it."- Det. Sergeant Dana Coston, Cape Coral Police Department Public Affairs Officer.

"The Cape Coral Police will be participating in the Labor Day Drive Sober or Get Pulled Over Campaign. The wave starts August 13th and ends September 1st. Our goal for this wave is to increase awareness of the consequences impaired driving and to prevent crashes that are caused due to impaired drivers. Labor Day is a celebration of the contributions that the workers of the United States make to society. It is our goal to keep our citizens safe as we celebrate their accomplishments."- Sergeant Patrick O'Grady, Cape Coral Police Department Traffic Unit
