Hoax Bomb Threat Leads to Arrest

(May 26, 2022)- On May 25, 2022, Cape Coral Police Department’s Special Investigations Unit made contact with Tracy Marie Adeline Carter (W/F 05-10-1983, 1902 SE 12th Street) at her residence upon the probable cause established in an active warrant for her arrest for violating F.S.S. 790.165 Planting of “Hoax Bomb” Prohibited.

On May 20th, 2022, officers from the Cape Coral Police Department responded to a suspicious person incident at the Cape Coral Chamber of Commerce located at 2051 Cape Coral Parkway East in Cape Coral, Lee County, Florida.

According to notes of the call, the reporting party called 9-1-1 and stated that a female, later identified as Ms. Carter was at the Chamber of Commerce for over an hour speaking with staff members and not making any sense. It was also reported that Ms. Carter appeared to be under the influence. Ms. Carter left the Chamber of Commerce in a vehicle prior to officers arriving on the scene.

Before Ms. Carter left the call location, she went on to explain to the reporting party that she was upset her child was unable to graduate due to disciplinary issues at school. Ms. Carter went on to explain that she was going to attend the graduation with a fake bomb strapped to her to show the faculty how upset she really was. Ms. Carter went on to rant that she would feel bad for the children she would scare but she really needed to be heard. She stated that she didn’t plan to hurt anyone.

Contact was made with Ms. Carter by phone who validated her threats and said that she had thoughts about doing it, but it would only be a “cardboard” bomb. Officers contacted Ms. Carter at her residence, she explained that due to her frustration of her child not being able to attend graduation and prom she wanted to mimic the movie “John Q” to make a statement. Ms. Carter stated that she would have drawn the bomb because she doesn’t have the materials to make one. Ms. Carter's home was searched with her permission and no bomb-making materials were located.

Ms. Carter was subsequently transported to Lee County Jail.

Ms. Carter was charged with the following:

Weekend Shooting Leaves One Dead

(June 6, 2022)- On June 4, 2022, at approximately 4:28 a.m., Cape Coral Police Department responded to 1807 SW 10th Terrace in reference to a 9-1-1 call where callers reported hearing approximately (20) gunshots near this location.

Responding officers arrived on the scene and located a male in the backseat of a vehicle in the driveway, with multiple gunshot wounds. This male was later identified as Fernando Batista Montero (W/M 02-23-1981, 1807 SW 10th Terrace) who was declared deceased on the scene.

The preliminary investigation has revealed the following: an altercation took place that progressed into Mr. Batista Montero being shot and killed by a known suspect who fled before police arrived. This appears to be an isolated incident.

Office Manager Arrested for Felony Charges

(June 7, 2022)- On May 19th, 2022, Cape Coral Police Department’s Financial Crimes Unit arrested Stephanie Lynn Parramore (W/F 6-7-1973, 1817 SE 1st Street) after a lengthy and complex investigation. Ms. Parramore working in her capacity as an office manager for a local business misappropriated funds for her own personal benefits totaling approximately $106,524.31 between March 2021 through July 2021. Ms. Parramore had been employed with this company since January 30th, 2020.

Ms. Parramore had written checks to herself and forged and or copied the business owner’s signature on several occasions. The business owner stated earlier that year Ms. Parramore was confronted by the business owner regarding numerous transactions at Vegas III a machine operated casino. The business owner attempted to work with Ms. Parramore to make restitution for the unauthorized transactions. After the business owner then discovered unauthorized checks, he was able to conclude that Ms. Parramore had no intentions of returning the misappropriated funds when in fact she continued using her business card at Vegas III.

Ms. Parramore was charged with the following:

*F.S.S. 817.034(4)(a)(1) Scheme to Defraud-$50,000 or more.

*F.S.S. 812.014(2)(a)(1) Grand Theft-over $100,000.

*F.S.S. 831.09- Uttering Forged Bills, Checks, Drafts, or Notes.

ARRESTED: Stephanie Lynn Parramore (W/F 6-7-1973, 1817 SE 1st Street).

CHARGES:

**F.S.S. 817.034(4)(a)(1) Scheme to Defraud-$50,000 or more.

*F.S.S. 812.014(2)(a)(1) Grand Theft-over $100,000.

Aggressive Driving Enforcement Results for June 13th, 2022

(June 13, 2022)- The Cape Coral Police Department conducted a grant-funded traffic saturation operation on June 13th, 2022, specifically targeting aggressive driving. Funding was provided by the Florida Department of Transportation (FDOT) and its Aggressive Driving grant. This operation was conducted citywide and resulted in fifty-eight citations ( thirty-one of those for violating a traffic control or signal device). Two drivers were cited for a seatbelt violation, and please remember always to wear your seatbelt.

Traffic Stop Leads to Narcotics Arrest

(June 14, 2022)- On June 11, 2022, an officer from the Cape Coral Police Department initiated a traffic stop on a vehicle for several traffic infractions at 2200-Block of Del Prado Blvd South in Cape Coral, Lee County, Florida. 

Contact was made with Vanessa Rovira (W/F 07-28-1985, 3708 SE 9th Place) who was the driver and sole occupant of this vehicle. While Ms. Rovira was retrieving her license, registration, and proof of insurance the officer was able to see in plain view a smokey glass cylindrical pipe with a white powdery substance sitting in the center console. Next to the glass pipe was a white powdery substance in a small plastic baggie.

The investigation revealed that Ms. Rovira claimed ownership of the baggie that tested positive for suspect cocaine and a glass pipe used as drug paraphernalia. Search incident to arrest several more plastic baggies were located on her person which was later identified as suspect fentanyl and mannitol, which is used as a cutting agent for fentanyl. Numerous other drug paraphernalia, scales, plastic baggies, and other items were in Ms. Rovira’s purse and vehicle. It was also learned that Ms. Rovira had an active failure to appear warrant for a misdemeanor charge of possession of drug paraphernalia.

Ms. Rovira was subsequently transported to Lee County Jail.

* Possession of Fentanyl with Intent to Sell, F.S.S. 893.13(1)(a)(1).

* Possession of Marijuana with Intent to Sell, F.S.S. 893.13(1)(a)(2).

*Possession of a Controlled Substance (Fentanyl) F.S.S. 893.13(6)(a).

*Possession of a Controlled Substance (Oxycodone Hydrochloride) F.S.S. 893.13(6)(a).

*Possession of Drug Paraphernalia F.S.S. 893.147(1).

*Failure to Appear Warrant F.S.S. 843.15 (1)(b).

Suspect Arrested for Spray-Painting Four Freedoms Park.

(June 21, 2022)- On June 18th, 2022, officers from the Cape Coral Police Department responded to a call for service in reference to a criminal mischief in progress at 4818 Tarpon Court (Four Freedoms Park) where it was alleged that a male who was wearing a blue shirt with cut off sleeves, a red backpack, shorts, and a hat was seen spray-painting a trashcan, gazebo, tables, and the floor. The male was also seen tossing the spray paint can into the nearby water.

Officers arrived on the scene and located Thatcher Allen Greenwood (W/M 11-11-1996, 710 SE 46th Terrace #1) seated near one of the freshly graffitied gazebos. An officer observed blue graffiti spray paint all over the gazebo area and its surroundings. Mr. Thatcher also had wet blue spray paint all over his hands and forearms in the same color as the graffiti.

The investigation revealed that Mr. Thatcher confessed to the fresh graffiti at this city-owned park.

Mr. Thatcher was subsequently transported to Lee County Jail.

Mr. Thatcher was charged with the following:

* Criminal Mischief over $1,000 F.S.S. 806.13(1)(b)(3).

Undercover Operation Leads to Drug Arrest

(June 22, 2022)- On June 21st, 2022, Cape Coral Police Department’s Vice, Investigations, and Narcotics Unit (VIN) arrested Wildy Elorme (B/M 08-23-1989, 1505 SE 35th Terrace) for numerous felony charges after an intricate undercover investigation. The investigation revealed that Mr. Elormesold crack cocaine on several occasions at different locations throughout Cape Coral.

A search warrant was also executed at Mr. Elorme’sresidence which yielded the discovery of more crack cocaine which Mr. Elormeclaimed ownership of.

Mr. Elormewas subsequently transported to Lee County Jail.

Mr. Elormewas charged with the following combined charges:

* Possession of Cocaine F.S.S. 893.13 (6)(a), 4 counts.

[Amount: 0.4 Grams, 0.6 Grams, 0.5 Grams, 1.1 Grams]

Child Dies After Walmart Parking Lot Crash

DRIVER INJURIES: Mr. Hensley did not sustain any injuries from the crash

PEDESTRIAN 1: Ivan Vazquez, DOB 11/29/1958, 2424 NW 3rd Avenue, Cape Coral, FL 33993 

PEDESTRIAN 1 INJURIES: Mr. Vazquez sustained non-life-threatening injuries from the crash. 

PEDESTRIAN 2: Susanne K. Cohn-Vazquez, DOB 03/27/1979, 2424 NW 3rd Avenue, Cape Coral, FL 33993 

PEDESTRIAN 2 INJURIES: Mrs. Cohn-Vazquez sustained minor injuries from the crash.

PEDESTRIAN 3 INJURIES: Miss.Vazquez suffered fatal injuries as a result of the crash.  

SYNOPSIS: 

V1 was parked in a parking space in front of the entrance of Walmart, 1619 Del Prado Boulevard South.  

V1 began to back out of the parking space and pressed the accelerator pedal instead of the brakes.

V1 accelerated in reverse eastbound toward the front entrance of Walmart just as three pedestrians were crossing from the parking lot to the store. V1 struck all three pedestrians projecting Pedestrian 1 and Pedestrian 2 to the Northeast. Pedestrian 3 was run over by V1. V1 continued in reverse while steering to the right, causing V1 to turn back to the West and down another parking lane. The rear bumper of V1 crashed into the rear bumper of V2. Both V1 and V2 continued West down the parking lane until V1 came to final rest. V2 left the scene of the crash.  

Pedestrian 1 was transported to Gulf Coast Hospital and suffered non-life-threatening injuries.  

Pedestrian 2 suffered minor injuries from the crash. 

Pedestrian 3 was trauma alerted to Gulf Coast Hospital with life threatening injuries and later died at the hospital from injuries sustained in the crash.   

Driver 1 did not sustain any injuries from the crash.  

Alcohol/drugs ARE NOT a factor in this crash. Speed is NOT a factor at this time. Next-of-kin HAVE BEEN notified.

Removing Two Stop Signs Leads to a Stop at Jail

(June 30, 2022)- On June 29th, 2022, officers from the Cape Coral Police Department responded to a call for service in reference to criminal mischief in progress at 2700-Block of Southwest 15th Ave, it was alleged that two people had pulled a stop sign from the ground and had tossed it into a nearby yard. The call notes went on to further explain that both individuals ran from this location.

Officers arrived in the area and were able to locate a male and female later identified as Logan Thomas Robert Hunn (W/M 07-30-2003, 183 Hamilton Ave, Westerville, Ohio) and Meghan Starr McConnell (W/F 01-08-2004, 7029 Jean Court, Westerville, Ohio) both appeared extremely nervous and had admitted to drinking earlier in the night.

A stop sign was observed on the ground just west of the intersection of Southwest 26th Terrace and Southwest 15th Ave and later another stop sign was observed on the ground at Southwest 27th Terrace and Southwest 15th Ave. Both Mr. Hunn and Ms. McConnell were detained, and both provided false identifying information numerous times to officers on the scene. Mr. Hunn and Ms. McConnell were eventually identified after many attempts.

The investigation revealed that Mr. Hunn admitted to removing both stop signs from the ground and giving false information to officers on the scene. Ms. McConnell admitted to giving false information to officers on the scene but denied involvement in removing the stop signs.

Cape Coral Public Works Department was notified and responded on scene to install temporary stop signs.

Mr. Hunn and Ms. McConnell were subsequently transported to Lee County Jail.

Mr. Hunn was charged with the following:

* Interference With Official Traffic Control Device F.S.S. 316.0775 (2 counts).

*False Name to LEO F.S.S. 901.36(1).

Ms. McConnell was charged with the following:

*False Name to LEO F.S.S. 901.36(1).

(July 1, 2022)- The Cape Coral Police Department conducted a grant-funded traffic saturation operation on June 30th, 2022, specifically targeting aggressive driving. Funding was provided by the Florida Department of Transportation (FDOT) and its Aggressive Driving grant. This operation was conducted citywide and resulted in forty-six citations (twenty-three of those for violating a traffic control or signal device). No drivers stopped were found without a seatbelt, and we thank the motoring public for always wearing their seatbelts.

Juvenile Gun Store Burglar Arrested For Additional Charges

(July 1, 2022)- On June 30th, 2022, Cape Coral Police Department’s Property Crimes Unit contacted Lukis Ayala (W/M 03-04-2011, 1329 Everest Parkway) at his residence upon being released from the Juvenile Assessment Center (JAC) on June 29th, 2022, for the burglary of Guns4Less which occurred on June 8th, 2022.

The investigation revealed that Lukis Ayala confessed to over 16 vehicle burglaries between the area of Country Club Blvd and Everest Parkway that took place prior to the June 8th, 2022, incident.

Lukis Ayala was subsequently transported back to the Juvenile Assessment Center (JAC).

Lukis Ayala was charged with the following combined charges:

* Burglary of a Conveyance F.S.S. 810.01(4)(b), 16 Counts.

*Grand Theft $750-$5,000 F.S.S. 812.014(2)(c)(1), 1 Count.

* Petit Theft F.S.S. $812.014(3)(a), 3 Counts.

Two Arrested for Stealing Vehicle Idling in Parking Lot

(July 6, 2022)- On July 5, 2022, at approximately 2:16 p.m. officers from the Cape Coral Police Department responded to a call for service in reference to a motor vehicle theft in progress at 1821 Del Prado Blvd. South (Regions Bank). It was alleged that someone had stolen the victim’s vehicle while they were inside the bank.

Multiple witnesses on the scene stated that two white males later identified as Lucas Gregory Schulz (W/M 04-27-2000, 1009 W El Dorado Pkwy) the driver and Daniel Joseph Noah McClung (W/M 09-21-2001,1009 W El Dorado Pkwy) the passenger had entered the unoccupied running vehicle and drove off through the parking lot.

Officers immediately arrived in the area and located the vehicle as described traveling eastbound on Viscaya Parkway approaching SE 24th Ave. A high-risk traffic stop was conducted, and both were detained without further incident.

The investigation revealed that Mr. Schulz admitted to stealing the vehicle and planned to use this vehicle to pay off a large debt, the passenger Mr. McClung was not cooperative with the investigation.

Mr. Schulz and Mr. McClung were subsequently transported to Lee County Jail.

Mr. Schulz was charged with the following:

* Grand Theft of a Motor Vehicle F.S.S. 812.014(2)(c)(6).

*Violation of Probation F.S.S. 948.06.

Two Arrested for Robbery at Cape Coral Arcade

(July 8, 2022)- On July 7, 2022, at approximately 10:52 a.m. officers from the Cape Coral Police Department responded to a call for service in reference to an armed robbery in progress at 2710 Del Prado Blvd S. (White Sands Arcade). It was alleged that two black males entered the business and demanded money from an employee.

One of the males was described as wearing all-black clothing with dreadlocks. He was later identified as Jwyanza Quadaar Chito (B/M 7-23-1987, 223 Cultural Park Blvd). The second male was described as wearing all grey clothing and was bald. This male was later identified as Lenny Myers (B/M 1-28-1977, 223 Cultural Park Blvd). Both suspects fled before the officers’ arrival on the scene. According to the store employee, both males entered the business, and Mr. Chito brandished a Glock handgun at the store employee and demanded money. Approximately $2,500.00 in cash was placed inside of a pillowcase before both exited the business.

At approximately 12:30 p.m. officers responded to Coral Palace Arcade at 1424 Cape Coral Parkway East and met on the scene with a store employee who stated that a patron around 10:30 a.m. alerted the employee that the business was possibly about to be robbed. This patron observed two black males matching the description of both Mr. Chito and Mr. Myers dressed in dark-colored clothing and wearing masks. They were observed in the parking lot of this business just before the patron entered. The store employee quickly locked the doors, and both left the parking lot. Video surveillance from this location was able to help Major Crimes Detectives obtain a vehicle description.

After a lengthy investigation and with the assistance of the Lee County Sheriff’s Office and the Fort Myers Police Department both Mr. Chito and Mr. Myers were located by utilizing investigative techniques. The handgun used in the commission of the crime was also recovered.

Mr. Chito and Mr. Myers were subsequently transported to Lee County Jail.

Male Arrested for Written Threats of Mass Shooting

(July 8, 2022)- On July 7, 2022, at approximately 2:19 p.m. Cape Coral Police Department’s Special Investigations Unit made contact with Ira Dennis Crosser Jr. (W/M 11-02-1966, 4818 Lucaya Drive Apt. #7) at his residence upon the probable cause established in an active warrant for his arrest for violating F.S.S. 812.13(2)(a) Written Threat to Conduct a Mass Shooting or an Act of Terrorism.

On July 7th, 2022, Detectives from the Cape Coral Police Department’s Special Investigations Unit were informed by a local law enforcement partner of a text message received by the reporting party from Mr. Crosser which detailed his intent to, “make Texas and Highland Park” look like “child’s play”. In reference to the recent mass shooting that occurred on July 4th, 2022, in Highland Park, Illinois.

The investigation revealed that the reporting party was concerned based on Mr. Crosser’s alleged violent tendencies and access to weapons that he could carry out these threats. It was verified that the text messages were written by Mr. Crosser and due to the exigent severity of these threats a search warrant was requested and approved through the 20th Judicial Circuit’s State Attorney’s Office.

Mr. Crosser was subsequently transported to Lee County Jail.

Mr. Crosser was charged with the following:

*Written Threat to Conduct a Mass Shooting or an Act of Terrorism F.S.S. 812.13(2)(a).

Accreditation Team Invites Public Comment About The Cape Coral Police Department

(July 13, 2022) A team of assessors from the Commission for Florida Law Enforcement Accreditation (CFA) will arrive on August 16, 2022, to examine all aspects of the Cape Coral Police Department’s policies and procedures, management, operations, and support services. The Cape Coral Police Department must comply with numerous standards to receive accredited status. Many standards are critical to life, health, safety issues, and best practices.

As part of the assessment, agency members and the general public are invited to offer comments to the assessment team. A copy of the standards manual is available on the CFA website at www.flaccreditation.orgunder the standards tab.

The accreditation program managers for the Cape Coral Police Department are Detective Jennifer Silko and Detective Morgan Mills. Both said the assessment team comprises law enforcement practitioners from similar agencies. The assessors will review written materials, interview individuals, and visit offices and other areas where compliance can be observed.

Once the Commission’s assessors complete their review of the agency, they report to the full Commission, which then determines if the agency is to receive accredited or reaccredited status. The Cape Coral Police Department accreditation is valid for three years. “Verification by the team that the Cape Coral Police Department meets the Commission’s standards is part of a voluntary process to gain or maintain accreditation--a highly prized recognition of professional excellence,” (Chief Anthony Sizemore) said.

(July 25, 2022) - The Cape Coral Police Department conducted a grant-funded multi-jurisdictional DUI enforcement operation on July 23rd, 2022, specifically targeting impaired driving. Funding was provided by the Florida Department of Transportation (FDOT). This operation was conducted citywide and resulted in seventy six citations (twenty two of those for violating a traffic control or signal device) as well as three traffic arrests. Four drivers were stopped for driving without a seatbelt.

Traffic stop for speed (70 in a 50) led to the discovery that Barfield was driving while impaired, BAC .118/.120.

ARRESTED: Bryan Hines W/M, 04-02-1989, 8573 Via Garibaldi Circle, Estero.

CHARGES: DUI- Influence of Alcohol or Drugs (4th) , Refusal After Suspension, Habitual Traffic Offender DWLS.

Hines stopped in the crosswalk of Cape Coral Parkway and Del Prado Blvd South, then continued to be stopped at a green light for about 60 seconds.  A traffic stop was conducted to check on the driver’s wellbeing, which led to the discovery that Hines was driving while impaired, he also refused breath after already having his license suspended, and was DWLS habitually.

ARRESTED: Handry Saavedra-Mendez, W/M 10-02-1982, 2914 Santa Barbara Blvd South, Cape Coral.

CHARGES: DUI-Influence of Alcohol or Drugs.

Saavedra-Mendez was stopped at a red light and was slow to react when the light cycled to green. A traffic stop was conducted to check on the driver’s wellbeing, which led to the discovery that the driver was driving while impaired, breath refused.

ARRESTED: Stacey Maldonado, W/F 11-18-2004 4411 Cortina Circle, Fort Myers.

CHARGES: DUI-Influence of Alcohol or Drugs, DWLS.

Traffic stop for speed (53 in a 35) led to the discovery that Maldonado was impaired and her license was suspended with knowledge, ID card presented at time of stop.

(August 2, 2022)- The Cape Coral Police Department conducted a grant-funded traffic saturation operation on August 1st, 2022, specifically targeting aggressive driving. Funding was provided by the Florida Department of Transportation (FDOT) and its Aggressive Driving grant. This operation was conducted citywide and resulted in seventy-one citations (forty-three of those for violating a traffic control or signal device). Two drivers were cited for a seatbelt violation.
